Biography
On 21 April 2023, he shouted aggressively at a boy wearing a hat with the letter Z. In the video capturing the incident, Neustroyev explained his behavior by saying the boy was wearing a hat in hot weather. The child’s mother filed a complaint with the police. On 24 April, the man was detained with the involvement of OMON, citing the need to “prevent possible armed resistance.” The Telegram channel Mash published a video of the Yekaterinburg resident apologizing. Initially, he was issued a protocol under the article on petty hooliganism (Part 1, Article 20.1 of the Code of Administrative Offenses), but the administrative case was later terminated due to the initiation of a criminal case. On 9 August 2023, the court closed the case, ordering Neustroyev to pay a court fine of 7,000 rubles.
However, after the intervention of the Prosecutor General’s Office, the Seventh Cassation Court ordered the case to be reviewed. In October 2023, it was again submitted to the Leninsky District Court of Yekaterinburg, but was sent for a new investigation to the Investigative Committee. During the next hearing, the prosecutor questioned the objectivity of the Leninsky Court (where the mother of the victimized schoolboy had previously worked) and requested the case be transferred to the Oktyabrsky Court, which on 10 June 2024 sentenced Neustroyev to three years in a settlement colony.
In 2025, a case was opened against Neustroyev for justifying terrorism. According to authorities, in April 2025, he made approving remarks about the killings of propagandists Vladlen Tatarsky and Darya Dugina in the presence of other prisoners. On 19 November, the court sentenced Neustroyev to 4.5 years in a strict-regime penal colony.
