Biography
Head of the Yakutsk branch of the Yabloko party. A case was brought against him for discrediting the Armed Forces of the Russian Federation. The reason was a video message about the mobilisation announced by Putin on 21 September 2022. Initially, it was mistakenly reported that Nogovitsyn was given a custodial sentence. In reality, the court chose a preventive measure in the form of a ban on certain actions. In November, Nogovitsyn's ban on certain actions was lifted because the hearing on the extension of the preventive measure did not take place. However, the preventive measure was extended on 2 December.

Two witnesses at one of the hearings said that they were forced to sign the act of an operational event in which they did not participate: they had not seen Nogovitsyn's video and the disc, which the operatives were supposed to seal in their presence, and the police officers told them before the hearing what they should say in court. On 21 March 2023, Nogovitsyn was sentenced to a fine of 280 thousand rubles, but taking into account the period spent under the ban on certain actions, the amount was reduced to 200 thousand.
