Biography
A resident of Nizhny Tagil city, a building designer. A participant in the movement "For New Socialism". A case was opened against him for attempted creation of a terrorist community.
According to Fogel himself, the case involves a secret FSB officer (Federal Security Service) who essentially instigated him to hold meetings with military personnel and persuaded him on the necessity of radical actions. This person, Pavel Sergienya, executive director of the independent trade union "Solidarnost" (Solidarity), who also appears in the case of journalist Evan Gershkovich (accused of espionage), told Fogel he had "extensive corruption material" on the management of "Uralvagonzavod",

According to Fogel himself, the case involves a secret FSB officer (Federal Security Service) who essentially instigated him to hold meetings with military personnel and persuaded him on the necessity of radical actions. This person, Pavel Sergienya, executive director of the independent trade union "Solidarnost" (Solidarity), who also appears in the case of journalist Evan Gershkovich (accused of espionage), told Fogel he had "extensive corruption material" on the management of "Uralvagonzavod", asked him to edit an appeal to Vladimir Putin on this matter, and apparently was involved in organizing meetings on socialism at Fogel's home. According to Fogel’s lawyer, in August 2023 Sergienya and other meeting participants approached law enforcement and gave cooperation agreements as part of operational investigative activities, after which meetings at Fogel’s place began to be recorded. The meeting participants discussed plans to beat top managers and set fire to the car of Uralvagonzavod’s personnel director Irina Artamonova. Fogel suggested using only psychological pressure. In January 2024, Sergienya and Rosgvardia officer (the National Guard of the Russian Federation) Andrey Verezubov went with Аogel to a forest where they threw Molotov cocktails (it is unclear if Fogel himself participated); on the same day, Verezubov discussed the idea of killing the head of the Nizhny Tagil police, Ibrahim Abdulkadyrov.
On January 31, 2024, Sergienya and Verezubov came to Fogel. Sergienya showed him a video of a car set on fire, claiming it was Artamonova’s car. Verezubov left a package with Molotov cocktails at Fogel’s place, and according to an elderly eyewitness, about 20 seconds after they left, FSB special forces appeared and quickly found the package. Fogel was taken into custody and by December was placed in a psychiatric hospital.
On November 11, 2025, the court ordered Fogel to be sent for compulsory treatment.
