Andrei Ustinov

A resident of Kovrov — a city east of Moscow in Vladimir Region. A case was opened against him on charges of desecrating symbols of military glory and vandalism after he, while drunk, damaged a "Victory Stars" installation. In August 2025, the case was sent to court. On 26 November 2025, Ustinov was fined 120,000 rubles (approximately US$ 1,500).
