On 31 July 2011, on the eve of the rally and march within the framework of Strategy-31 in Komsomolsk-on-Amur, officers of the Centre "E" searched the headquarters of the party "The Other Russia" within the framework of the criminal case initiated on 24 July on the grounds of the crime of part 1 of Art. 282 of the Criminal Code on the fact of distribution of extremist materials at the agitation events of the party "The Other Russia". Anton Lukin and Svetlana Kuznetsova, the organisers of the forthcoming action, were detained and office equipment and printed materials were seized at their places of residence; on 4 November 2011, Centre "E" officers again detained Lukin and Kuznetsova and took them to the Investigative Committee, where investigator Moiseenko S. A. interrogated Lukin and Kuznetsova. A. questioned Lukin as a witness in an earlier criminal case; in particular, the investigator was interested in the 27th issue of the newspaper "Vysshaya Mera" for April-May 2011 and the leaflet "Victory will be ours!"The investigator showed Lukin the conclusion of experts, which boiled down to the fact that the newspaper "Vysshaya Mera" has an emotionally negative connotation and undermines the authority of the state authorities; these materials had already been seized from the Drugorossi on 1 and 9 May by officers of the Centre "E", and a month later were returned by the criminal investigation to the owners with the explanation that the police had no money for linguistic expertise; on 10 November in the prosecutor's office Anton Lukin was charged under Part 1 of Article 282.2 of the Criminal Code after confrontation with Svetlana Kuznetsova; on 11 November the judge of the Central District Court of Komsomolsk-on-Amur Galina Parshina satisfied the petition of investigator Moiseenko S.A. The main argument in restricting the freedom of the leader of the Komsomolsk Druga Russians was the information of the Centre "E" about Lukin's intention to leave the city in the near future and hide from the investigation; On 7 December Anton Lukin was sent to a pre-trial detention centre on the petition of investigator Moiseenko by the decision of Central District Court judge Valery Berezhnov for having escaped from house arrest on 4 December to take part in a rally against illegitimate elections, where he was detained (at the trial he claimed that he went to the dentist with an acute toothache); then on 17 January he was released by the court, he was released on 26 January; on 28 January 2012 the investigator handed Anton Lukin a new ruling on bringing him as a defendant under para."a" part 2 article 282 of the Criminal Code, part 1 of article 280 of the Criminal Code and part 3 of article 212 of the Criminal Code; at the time of his arrest, Anton Lukin was already serving a suspended sentence: in 2010, Judge Kiseleva found Lukin guilty of offences under part 1 of article 282 (inciting social and inter-ethnic hatred) and part 2 of article 282.2 of the Criminal Code (participation in the activities of an extremist organisation); Lukin was sentenced to three years' suspended sentence with two years' probation.
