A resident of Ufa, coordinator of the trade union of medical workers Deystvie (Aktion). On 24 September 2022, he was sentenced to six and a half years in a general regime colony on charges of fraud. Orlov was accused of having stolen more than 11 million roubles (US$ 109445) as deputy director of Nefte-Service under the pretext of supplying diesel fuel to YUSUF BOBO FAYZ, a firm from Uzbekistan, and, together with two associates on behalf of Hermes LLC, stole another 14.8 million roubles (US$ 147253) by promising to supply liquefied gas to Gairat-82 LLC. Orlov was accused of having stolen more than 11 million roubles (US$ 109445) as deputy director of Nefte-Service under the pretext of supplying diesel fuel to YUSUF BOBO FAYZ, a firm from Uzbekistan, and, together with two associates on behalf of Hermes LLC, stole another 14.8 million roubles (US$ 147253) by promising to supply liquefied gas to Gairat-82 LLC. Orlov claimed that he was being persecuted because of his trade union and social activities. Later, another fraud case was brought against him: according to the investigation, he, being the deputy head of the company, after receiving the money on its settlement account, used it at his own discretion and failed to fulfil his obligations, and then in the same way stole almost $600,000, which were transferred as payment under the contract for the supply of diesel fuel. On 5 December 2024, Orlov was sentenced to nine and a half years in a general regime colony, taking into account his previous sentence.
