Boris Budalov

Resident of Yekaterinburg. In early October 2023, Budalov's home was searched. He was detained and interrogated at the local FSB office and then released. Soon he was detained by the police and demanded to undergo a medical examination. Budalov allegedly refused, and then a report was drawn up on him under the relevant administrative article (Article 6.9 of the Code of Administrative Offences), and the magistrate appointed him administrative arrest for 5 days.

On the way out of the detention centre the man was again detained by the police, who this time drew up a report on disorderly conduct (part 2 of article 20.1 of the Code of Administrative Offences). He was taken to the Chkalovskii district court, which arrested Budalov for 7 days. The court ruling states that he "in the presence of strangers expressed rude profanity, behaved defiantly" and refused to obey the police.

According to "Vechernye Vedomosti", at the trial Budalov said that the actions of the police officers were "revenge of the FSS officers for his refusal to cooperate during the examination he was the subject of in another case".

After serving the second administrative arrest, Budalov was met by FSB officers, who charged the man under the article on justification of terrorism. He was taken into custody. "Vechernie Vedomosti" wrote that Budalov was in the Sverdlovsk regional psychiatric hospital for a psychological and psychiatric examination.

On 26 September 2024, Budalov was sentenced to six years in a general regime penal colony.
