Resident of Sevastopol. Served as a commander of intelligence units of the Ukrainian Navy in Crimea, since 2003 - head of international programs of the Ukrainian NGO Nomos, was deputy editor-in-chief of the magazine Black Sea Security, worked in the structures of the Russian Ministry of Defence as a civilian specialist.
On 9 November 2016, he was detained in Sevastopol. He was accused of preparing explosions in Crimea. The investigation declared him a member of the "subversive-terrorist group of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine". After Shtyblikov's detention, the Ukrainian Defence Ministry said that he had nothing to do with the intelligence directorate and there were no sabotage groups in Crimea. Shtyblikov was arrested.
Together with Dmitry Shtyblikov his wife Elena was detained. She was interrogated by the FSB officers until the evening, and asked questions about where she was on certain days, why she put the car in a certain place every day, and what she said on the phone during a call at a certain time. Shtyblikov's wife was released, she does not appear in the case. However, Shtyblikov's relatives and colleagues at the Nomos Centre believe that he may have confessed under the threat of his wife's accusation.
For several days after the detention, relatives could not find Shtyblikov, his lawyer was not allowed to visit him under the agreement. During this time, the FSB circulated a video in which Shtyblikov said that he had conducted intelligence work in Crimea and "selection of objects for committing sabotage".
Dmitry Shtyblikov pleaded guilty and consented to the consideration of the case in a special order, that is, without judicial investigation. On 16 November 2017, he was sentenced to five years in a strict regime colony and a fine of 200 thousand rubles. In March 2018, Shtyblikov was transferred to a colony in the Omsk region. In October, he was sent from there to Crimea to act as a witness in the trial of Vladimir Dudka and Alexei Bessarabov, with whom, according to the investigation, he was part of the same subversive group.
In August 2020, he was transferred to Moscow's Lefortovo pre-trial detention center. In December, he was charged with treason. On 27 April 2022, he was sentenced to 19 and a half years in a strict regime colony.
