Editor-in-chief of the "Vziatka" ("Bribery") newspaper in Chuvashia. On July 23, 2014, it became known that a case of incitement to hatred or hostility had been opened against Mochalov; he was searched and interrogated; the reason was the republication of Fauzia Bayramova's article "We are Tatars, not Russians" in 1st issue of the newspaper in 2013. On November 6, Mochalov was found guilty of incitement to hatred or hostility, as well as failure to comply with the court decision (he did not publish refutations of information "harmful to the honour and dignity of certain officials"), and was sentenced to 400 hours
