A retiree and a resident of Vladivostok. In May 2025, Bulgakova became a defendant in a case of justification of terrorism on the Internet because of a comment left in Telegram under a post about the death of activist Ildar Dadin in Ukraine, who had joined the Freedom of Russia Legion. The retiree wrote: "Eternal bright memory to Hero Ildar".
Earlier, the Freedom of Russia Legion was recognised as a terrorist organisation in Russia.
Bulgakova was taken into custody not earlier than 28 May 2025 and not later than 4 September 2025.
