A businessman, co-founder and former owner of Euroset, a chain of mobile phone shops. In 2008, after a case was brought against the company's employees for the kidnapping in 2003 of a former Euroset forwarder, who was found by the company's security service to have stolen mobile phones worth several million roubles, Chichvarkin, fearing criminal prosecution, emigrated to the UK. The same year, Chichvarkin sold Euroset to businessman Alexander Mamut. In exile, Chichvarkin openly criticised the Russian authorities, called his prosecution politically motivated, and in 2022 condemned Russia's full-scale invasion of Ukraine.

On 2 June 2022, the businessman was included in the register of foreign agents. After that, he was fined at least twice under the administrative article on violations of the foreign agent law for failing to submit a quarterly report.

In addition, in 2023, the Russian Action Committee, of which Chichvarkin is one of the founders, was designated as an "undesirable organisation". The businessman was also fined under the protocol on participation in an "undesirable organisation" for taking part in the Free Russia Forum.

In July 2025, it became known that the Russian Interior Ministry placed him on a wanted list. Later it was reported that Chichvarkin is accused of spreading "fakes" about the Armed Forces and evading his duties as a "foreign agent". He was charged with spreading "fake news" because of his post about the Russian Armed Forces' missile attack on the building of the Okhmatdet children's hospital in Kyiv.

On 14 October 2025, the FSB reported about the initiation of a case against Chichvarkin and other members of the Anti-War Committee of Russia for attempting a violent seizure of power and organizing activities of a terrorist community. The grounds were the adoption of the "Berlin Declaration" on the need for a change of power in Russia.
