A native of Kalmykia, a rally participant on 31 August 2019 in Moscow against the non-admission of independent candidates to the Moscow City Duma elections. In October 2020, it became known that an inspection was being conducted in connection with his statement that day: Kikeev aggressively expressed dissatisfaction with the peaceful protest and called for acting "like in Ukraine" and throwing stones at the police. TV channel REN-TV reported in November that a criminal case was opened against Kikeev for incitement to hatred and calls for mass disorder, as an expert examination found signs of them in his shouts and insults at police officers at the 2019 rally and calls to other protesters. In April 2021, he was listed by Rosfinmonitoring as an extremist. On 6 August 2024, the court decided to send Kikeev to detention in absentia. According to 'Ostorozhno, novosti', he was placed in custody at the end of 2024. On 30 June 2025, the court sent Kikeev to undergo involuntary treatment in a medical institution under general-type inpatient conditions.
