Biography
A resident of Penza, formerly a police captain, worked as the CEO of a law firm. He has two dependent minor children.
The criminal case was initiated after Moiseev, along with Vasilii Fedorov and Irina Andina, released the film "Save the Police Ombudsman". The authors of the video told about a plan to expose the investigation, under which Andina tried to infiltrate the Moscow police's own security department. Vorontsov's supporters decided to deliberately add another episode to his case to document the falsification by the investigation.

Andina and Moiseev reported their plan in Vorontsov's trial in October 2021. Andina stated that the operatives persuaded her to give false testimony against Vorontsov in exchange for material benefits and reinstatement. As evidence, she submitted audio recordings of her conversations with the operatives.
As a result, on 18 July 2022, the prosecutor dropped part of the charges against the "police ombudsman", including the episode with Andina. A month and a half later, Fedorov, Moiseev, and Andina were detained and sent to the pre-trial detention centre, where they remained for more than a year.
On 3 October 2023, all three were sentenced to real terms. Moiseev was sentenced to four years in a general regime colony. Presumably, he was released in August 2025.
