Resident of Kostroma. He was prosecuted for public justification of terrorism because of his approval of the murder of the head of the Radiation, Chemical and Biological Defence Troops Igor Kirillov and drone attacks on the territory of the Russian Federation, as well as for calls to extremism because of calls to kill Russian servicemen and the Federal Penitentiary Service employees. The Politzek.org project claims that Shulga was under a non-deportation undertaking at the time of the investigation. On 2 October 2025, he was sentenced to eight years in a general regime colony.
