Biography
Resident of Almetyevsk (Republic of Tatarstan). He worked at the Timur Islamov Foundation, a charity organisation that provided psychological and financial support to individuals suffering from alcohol and drug addiction, as well as to people living with HIV and hepatitis C, and to their relatives and loved ones. In 2018, the foundation was included in the register of "foreign agents", after which Navliutov, together with a colleague, created another organisation to support drug addicts and their families.

According to the local channel YUVT-24, after the beginning of the war he transmitted to an acquaintance from Ukraine information about those mobilised and about the progress of the conscription campaign. On 8 March 2023, he was detained on charges of possession of drugs (we have no grounds to consider this case politically motivated) and his phone, which contained correspondence with his Ukrainian acquaintance, was seized. Later, he stated in court that on 16 March he was allowed to call his wife on the condition that he would write a confession under dictation, which he did. On the same day, according to Navliutov, he "under the supervision of police officers" took part in a call with members of the Eurasian Network of People Who Use Drugs (ENPUD), during which he was advised to leave Russia. According to the text of the appeal court's ruling, Navliutov testified that "at a conference in Vilnius, he met Ukrainian citizen B., and under her influence engaged in the discreditation of the Russian Federation, carried out related activities aimed at the decriminalisation of drug use in the Russian Federation, and received monetary remuneration for this activity from ENPUD.” At the trial Navliutov retracted this testimony. The investigation questioned as a witness a person identified in the ruling as P., who stated that "after the start of the Special Military Operation, Navliutov F.Sh. began telling him that he supported Ukraine in the conflict, posted the Ukranian flag on his Instagram page and spoke negatively about the actions of the Russian Federation. As he later learned, F.Sh. Navliutov informed B. in his private correspondence about the ongoing mobilisation, reffering to it as "mogilisation" ("grave-lisation"), and that the mobilised from Almetyevsk would fertilise the land of Ukraine, and other information". At the trial, P. partially retracted his testimony and stated that he had not heard Navliutov speak negatively about the war. The court in passing sentence took into account the statements of Navliutov and P. given during the investigation.
A case was brought against Navliutov for failure to fulfil the obligation to provide documents required for inclusion in the register of "foreign agents" in connection with the collection of information in the sphere of the military activities of the Russian Federation.
On 18 September 2025, Navliutov was sentenced to one year and seven months' imprisonment in a drug possession case and was released in the courtroom due to having actually served his sentence.
On 4 June 2025, he was sentenced on the dereliction of duty case to two years and five months, taking into account the term imposed under the first sentence.
Presumably, Navliutov was released in August 2025.
