For a long time, Gorlanov held solitary pickets outside the Novokuznetsk City Hall. Through his actions, he managed to obtain a flat, which he was entitled to by law as a graduate of an orphanage. He was detained on several occasions, particularly for his efforts to expose the issue of punitive psychiatry in orphanages. In December 2019, the activist was placed in a psychiatric hospital after he announced an indefinite picket to seek a personal meeting with Putin. Gorlanov told OVD-Info that he obtained a court ruling that this hospitalisation was illegal. In July 2019, the young man was fined under the article on insulting the state and society (Part 4 of Article 20.1 of the Code on Administrative Offenses) because of a post he made with the phrase "Putin is a fabulous ***". In the summer of 2021, the activist was held in custody for three days under the same article because of the video he published under the title of "Appeal to the President from a Kuzbass Resident". In 2021, Gorlanov was detained because of a solitary picket with a poster "How to contact the president?". A year later, he managed to recover 15 thousand rubles through the court from the Ministry of Internal Affairs for illegal detention. In November 2022, law enforcement officials visited the activist to obtain an explanation, presumably because he had called the police and reported his anti-war stance. Gorlanov also faced a legal case for insulting a police officer (Article 319 of the Criminal Code) because of a conflict in a shopping centre. On 24 April 2024, the court sent Gorlanov to compulsory treatment.
