Biography
A Jehovah's Witness residing in Tobolsk was involved in a road accident and hospitalised in an unconscious state. The leader of the Tobolsk Witness community, Ilnur Ashirmametov, attempted to prevent a blood transfusion procedure based on a healthcare proxy document signed by the accident victim. However, the transfusion was ultimately carried out. Later on, both the injured woman and her son provided retroactive consent for the procedure.
Ashirmametov faced prosecution on charges of incitement to hatred or enmity and establishing a religious association whose activities were alleged to involve violence against citizens or harm to their health. According to the Tyumen

According to the Tyumen Oblast Prosecutor's Office, Ashirmametov had printed and distributed Witness literature that purportedly "promoted the superiority of the Jehovah's Witnesses' doctrine over other religions and incited hatred towards representatives of other faiths." Additionally, Ashirmametov was accused of conducting preaching work and owning 35 Witness books.
In January 2014, the the case against Ashirmametov was dropped due to the expiration of the statute of limitations.
