A resident of Novy Mir settlement in Simferopol district (Crimea), Ramazanov had been detained on 23 January 2018 after a series of searches in the homes of Crimean Tatars. During the court hearing later, Ramazanov stated that during the detention he had been severely beaten by the FSB officers, and one of them was present at the trial. Ramazanov could not stand from the pain, it was difficult for him to speak. The judge refused to call him an ambulance.

Ramazanov was accused of disseminating information inciting hatred and enmity. The indictment was made on the basis of a certain audio recording made in the android application "Zello walkie-talkie" (banned on the territory of the Russian Federation), on which Ramazanov's voice was allegedly heard speaking negatively about Russians. By court order, Ramazanov was taken into custody. Ramazanov's lawyer stated that there was no evidence in the case files that his client had committed any unlawful acts. According to him, since the moment of Ramazanov's detention, no investigative actions had been carried out.
In June 2018, Ramazanov was accused of illegally possessing ammunition. He himself stated that the cartridges found during the search did not belong to him and that they had been planted by a police officer, whom Ramazanov was ready to identify.
In July, his lawyer stated that the investigation was preventing Ramazanov from familiarising himself with the case files. Later, the investigative official stated in court that he had read two volumes aloud to Ramazanov, but the latter refused to sign the protocol. In response, Ramazanov requested that the official's actions be investigated under the article on falsification of evidence, stating that on the day in question no one had presented him with the case files.
On 14 July Ramazanov was released on his own recognizance. In August, the case was recommitted. In November it became known that the charge of ammunition possession had been dropped.
On 16 January 2019, after the lawyer appealed to the court, the investigation stopped prosecution under the article on incitement to hatred due to partial decriminalisation of the article.
In November 2024, Ramazanov was re-included in the list of extremists and terrorists of Rosfinmonitoring with the marking that is placed next to the names of those prosecuted under terrorist articles.
