Lawyer, former head of the informal association of lawyers and journalists "Team 29" and the human rights project "First Department". On April 30, 2021, Pavlov was detained for disclosure of investigative data in connection with the case of his client, journalist Ivan Safronov, who was accused of treason. Thus, Pavlov was deprived of the opportunity to defend Safronov. The lawyer left Russia. In July 2024, it became known that a case of evasion of duties of a "foreign agent" was also brought against Pavlov. He was included in the register in November 2021. Pavlov was arrested in absentia, but in October 2024 the court of appeal cancelled this decision. In November 2025, it was reported that Pavlov was charged with disclosure of state secrets in connection with the case of his client, former Inter RAO top manager Karina Tsurkan, who was also charged with treason. What led to initiating the new case, according to Pavlov, was that he and the other suspect in the case, lawyer Evgeny Smirnov, handed Tsurkan's case file over to a linguist. Pavlov claims that there were no state secrets in these materials. "Moreover, even in Tsurkan's sentence it is stated that only the information that does not constitute state secrets was handed over to the specialist," Pavlov notes.
