Leonid Rybakov

The director of an IT company in Tomsk, Rybakov faced charges for incitement to extremism. In April 2022, he was fined under the law for discrediting the Russian army. Additionally, his defence claims that Rybakov was fined 10,000 rubles under Article 20.3.1 of the Code of Administrative Offences for a post that led to the criminal case. Rybakov admitted guilt and requested that the case be considered under a special procedure, without the examination of evidence, but the court rejected this request. On 12 March 2024, he was sentenced to 2 years' imprisonment, suspended. However, on 3 October 2024, the appellate court overturned the verdict and issued a new ruling, the details of which remain unknown.

On 27 February 2023, Rybakov's home was searched in connection with a case of repeated discrediting of the Armed Forces. On 19 February 2025, Rybakov was fined 150,000 rubles as a result of the combined case. However, on 5 May 2025, the appeal court released him from punishment due to the expiration of the statute of limitations.
