Marat Saybatalov, a resident of Tyumen, was sentenced to six years in prison in October 2005 due to his involvement with a Hizb ut-Tahrir cell in Tobolsk. Despite the charges of organising the activities of an extremist organisation and involvement in terrorist offences, Hizb ut-Tahrir had no direct links to terrorist activities.
On 18 November 2019, Saybatalov was detained in Kazan after a search of his daughter's flat, where he was visiting. He was subsequently transferred to Tyumen. On 21 November, a court placed him in custody on charges of organising the activities of a terrorist organisation, once again related to
