He was in Ukraine for a month at the beginning of the war. After he was returned to Russian territory for rehabilitation, he "decided that he could not and would not take people's lives," according to the Conscious Refusenik Movement's Telegram channel. Kandarov filed a report for dismissal, but his superiors delayed their decision. He went home, but was later taken into custody.
