After the mobilisation was announced, he failed to appear at a military recruitment office after being called up because his date of birth had been misstated on his documents. According to his wife, he didn't show up a second time because of a stomach ulcer. Moiseev later told MediaZona that he had received phone calls from a district police officer and an investigator, but refused to show up because he did not want to fight "for no reason". He was detained at his mother-in-law's house in the village of Akhlebinovka, and riot police took part in the arrest. According to Moiseyev's wife, the house was searched on 3 October, but the search warrant was dated 5 July, and the name and address of the owner were incorrect. Two days after his detention, Moiseyev was released after signing a personal recognizance. A few days later, the case was dismissed after the prosecutor's office intervened. The case was sent to Moscow for review, but was not reopened.
