Resident of the Moscow region. He had citizenship of Kyrgyzstan, then obtained citizenship of the Russian Federation. He was allegedly detained in 2016 as part of a case of participation in the activities of an extremist organisation due to his involvement in the activities of the Islamic movement Tablighi Jamaat. Its adherents are persecuted solely because of their religious activities. On 5 July 2017, Kozhamkulov was sentenced to two years and four months in a general regime colony. He was deprived of Russian citizenship. After his release in 2019, Kozhamkulov was sent to a temporary detention centre for foreign citizens,
