Biography
He is a deputy of the Balashov City Council from the CPRF and a leader of the local pagan community. On 1 December, Nepein's home was searched, as a result of which law enforcers seized two computers, two phones, flash drives and a hard drive. The deputy notes that he was not familiarised with the court ruling on the search. After the search, Nepein was taken to the Investigative Committee for questioning, where he was forbidden from taking photos of the case materials.

In November it became known that a criminal case was also opened against Nepein under the article on repeated demonstration of Nazi symbols (Article 282.4 of the Criminal Code). According to preliminary information, the communist is accused of posting a publication with swastika in the news feed of the group "Saratov-Engels", he himself claims that he did not do it: "Swastika was published under my name. It's completely clumsily done, there is no expertise." In August, Nepein was already fined 1,000 rubles under the administrative article on the demonstration of Nazi symbols (part 1 of article 20.3 of the Administrative Code) - then, according to the activist, someone under his name posted a post with Hitler's Germany paraphernalia in the "Saratov-Engels" group.
After Nepein failed to appear in court several times, he was put on a wanted list and arrested in absentia. However, Nepein's wife claims that he was not in hiding, but simply refused to appear in court, as he considers himself a citizen of the USSR and claims that the courts of the Russian Federation have no right to try him. On 12 May 2023, Nepein was detained and taken into custody. On 21 September 2023, the court decided to send Nepein to compulsory treatment.
