On January 30, 2019, the day when Pavel Zlomnov was released from pre-trial detention center on recognisance not to leave due to the expiration of the term of detention in the case of illegal possession of weapons, he was re-detained by Federal Security Service (FSB) officers. On January 30, 2019, the day when Pavel Zlomnov was released from pre-trial detention center on recognisance not to leave due to the expiration of the term of detention in the case of illegal possession of weapons, he was re-detained by Federal Security Service (FSB) officers. A case of justification of terrorism was initiated due to the fact that earlier Zlomnov read poems to his cellmates about anarchist Mikhail Zhlobitsky, who blew himself up in the building of the Federal Security Service's Directorate of the Arkhangelsk region. The court chose a measure of restriction in the form of detention. In February, it became known that a new case has been brought against Zlomnov - insulting an employee of the Federal Penitentiary Service's Department. In April he was placed under house arrest. On September 2, it became known that Zlomnov disappeared. He was put on the wanted list.

In the case of weapons possession, Zlomnov was detained on January 31, 2018. Later he said that he and another detainee, Roman Grozdov, were tortured by officers of the Department of Federal Security Service, demanding confessions. On February 2, the court sent Zlomnov into custody. On January 24, 2019, a criminal case was opened against Pavel Zlomnov's brother and lawyer, Mikhail, for insulting Federal Security Service investigator Daniil Sablin during investigative actions against Pavel in August 2018.
