Resident of the Zabaykalsky Krai. Civil activist, worked as head of the heating network under the Ministry of Defence. A case was brought against him for dissemination of knowingly false information about the Russian Armed Forces. On 30 May 2022 Mylnikov was sentenced to a fine of one million rubles.
In November 2024, Mylnikov was searched. He was taken into custody on charges of participation in the activities of a terrorist organisation due to his involvement in the Artpodgotovka movement. The reason for the case was Mylnikov's participation in chats and agitation in support of the movement in 2020-2021, as well
