On 23 June 2011, a case of insulting a police officer was brought against Kostenko following the action "The Dog of the System and its Box" on 1 March 2011, when Kostenko together with other activists brought a box with inscriptions "militia" and "police" to Gostiny Dvor. During an altercation with a policeman, someone put the box on his head; the police thought that Kostenko had done it. His flat was searched and Kostenko was taken to the Centre for Countering Extremism for questioning. Kostenko was later arrested twice for 15 days. On 15 May 2012, he was sentenced to a fine of 10 thousand rubles (≈$330 as of 15.05.2012).
