The Hizb ut-Tahrir party was recognized as a terrorist organization and banned in the Russian Federation in 2003. Human rights activists considered this decision groundless, as there was no evidence of its members being involved in terrorist activities. Twenty years later, however, the party actively expressed support for terrorism against Israel. Despite this, people in Russia are persecuted not even for making statements, much less for involvement in attacks, but merely on the basis of their suspected membership in the party, which usually boils down to attending meetings in certain apartments and reading some literature.
