Biography
A resident of Essentuki. He was a participant of a collective chat room dedicated to cars and motorbikes, where they also discussed the war and criticised the Russian authorities. On 8 October 2022, as well as other members of the chat, he was detained in a case of preparing a terrorist attack. According to his friend Nikolai Burmai, Bulgakov was tortured then. On 13 October, he was arrested for 14 days in an administrative case of disorderly conduct(Article 20.1 of the Code of Administrative Offences). On 13 October, he was arrested for 14 days in an administrative case of disorderly conduct(Article 20.1 of the Code of Administrative Offences). After that, a case of drug possession was initiated against him and he was placed in custody. He was made a witness for the prosecution in the case of preparation for a terrorist attack. On 30 March 2023, Bulgakov was sentenced to three years' conditioned prison sentence in the drug possession case. Bulgakov applied to the Committee against Torture, but then withdrew the application.
