Shamil Kazakov, having been refused a job in the police, published a video of a conversation with the head of the personnel department of the Main Department of Internal Affairs, from which it follows that the police in Tver allegedly does not hire "Caucasians, Chechens, Dagestanis, Tatars and Muslims". Kazakov was then charged with incitement to hatred against the social group "employees of the Department of Internal Affairs of Russia in the Tver region" and insulting a representative of the authorities for the text accompanying the video. Kazakov was then charged with incitement to hatred against the social group "employees of the Department of Internal Affairs of Russia in the Tver region" and insulting a representative of the authorities for the text accompanying the video. He was placed under house arrest, but during the court hearings he was transferred to the pre-trial detention centre. On 11 August the court acquitted Kazakov under the article on incitement to hatred, and under the article on insulting a representative of authority sentenced him to corrective labour, but released him from punishment on account of time served.
Later, a criminal case was initiated against Kazakov for insulting and slandering the investigator who handled his first case
