Biography
At least six cases of fictitious registration and registration of foreign citizens in her own flat were brought against Kotlyar. On 13 April 2015, the judge returned the materials on the first case to the prosecutor's office. On 9 November of the same year, following the results of the retrial, Kotlyar was fined 150 thousand rubles, but was released from punishment under the amnesty for the 70th anniversary of the victory over Germany. The third case was dismissed on 25 April 2019. On 22 December 2020, Kotlyar was fined 150 thousand rubles in the fourth case. On 15 March 2021, the court of appeal excluded a number of episodes from the case and reduced the fine to 140 thousand. On 13 April 2022, in the fifth case, the human rights defender was fined 480 thousand rubles with a deduction of 140 thousand rubles for the previous sentence. On 19 July, the court of appeal changed the verdict, sentencing Kotlyar to a fine of 350 thousand rubles. The sixth criminal case was initiated at the end of March 2023. Then the office of the movement "For Human Rights" was searched. The law enforcers seized all the logs with the record of visitors since 2009 and other information. They also took outdated forms of migration registration and certificates of the Russian language exam from the office. On 29 June, Kotlyar was sentenced to a fine of 650 thousand rubles. On 21 August, the court of appeal reduced the fine to 600 thousand. In autumn 2023, another, seventh, case on the same charges was brought against Kotlyar. On 18 March 2024, she was sentenced to a fine of 450 thousand rubles. On 14 May, the court of appeal reduced the fine to 430 thousand.
