Resident of Petrozavodsk. Before retirement she worked in the Ministry of Internal Affairs. After resigning as head of the enquiry department, she became involved in public activities. She supported the local branches of Memorial and Yabloko, participated in the rehabilitation of those repressed under the USSR, and worked as an assistant to a deputy of the Zakobrazhdan. After 24 February 2022, she spoke out against war with Ukraine. Savinkina was fined three times under the administrative article on discrediting the Armed Forces (Article 20.3.3 of the CAO). The first time, the reason for a fine of 30 thousand rubles was the denunciation of the chairwoman of the housing association - she complained to the police about the leaflets "Putin, get out of Ukraine", which Savinkina hung in the entrance. The second time, Savinkina was fined 15,000 rubles because she wrote words about the war in Ukraine at a bus stop. The protocol was drawn up after a ninth-grade girl denounced her. For the third time Savinkina was fined 15,000 rubles because she allegedly put up leaflets on a notice board in the entranceway with "insulting the president." The criminal case was initiated because of anti-war leaflets, which Savinkina allegedly pasted in the entrance on 31 July 2022. In October 2022, it became known that another case under the same article was brought against Savinkina, this time because of a leaflet she allegedly pasted in the lift of a residential building on 24 September. On the leaflet was written the number of "young guys" who "returned to Russia in coffins". It also said that a "huge number" of children and old people had "died" in Ukraine. The cases came together. On 4 December 2024, Savinkina was sentenced to a fine of 200,000 rubles, but was released due to the expiration of the statute of limitations.
