Biography

Timofey is a resident of Moscow and an employee of an oncology centre. On 18 April 2024, law enforcement officers came to his home to conduct a residential inspection. Mokhnenko and his wife were forced face down on the floor in handcuffs; he was tortured with a stun gun. They were also compelled to “say various things” on video. Ukrainian flags and other symbols were found in the flat. After the inspection, both were arrested for 15 days under the administrative article on disobedience to a lawful order of a police officer (Article 19.3 of the Code of Administrative Offences).

Mokhnenko and his wife were forced face down on the floor in handcuffs; he was tortured with a stun gun. They were also compelled to “say various things” on video. Ukrainian flags and other symbols were found in the flat. After the inspection, both were arrested for 15 days under the administrative article on disobedience to a lawful order of a police officer (Article 19.3 of the Code of Administrative Offences). When the term expired, Mokhnenko’s wife was released, but he was arrested for a further 15 days under the administrative article on disorderly conduct (Article 20.1 of the Code of Administrative Offences). On 18 May, when Mokhnenko was due to be released, he was detained in a criminal case on public justification of terrorism and incitement to hatred.

On 17 July 2025, he was sentenced; the punishment imposed by the court remains unknown. In November, it was reported that Mokhnenko had been released.
