Rushat Valiev is a member of Hizb ut-Tahrir, an organisation banned and recognised as extremist in Russia. On 17 May 2011, a case was initiated against him and Rinat Galiullin for participation in the activities of a religious organisation, in respect of which the court issued an effective decision to ban activities in connection with extremist activities. Later he was charged for incidents related to the fact that in March 2011 he offered a man, who turned out to be an undercover agent, to join Hizb ut-Tahrir, to which he agreed, and also in April-May of 2011 he held seven classes with him, during which he used the book "The System of Islam", written by the founder of Hizb ut-Tahrir Taqiuddin An Nabahani, banned in Russia. On 30 July 2012, charges were brought against Valiev and other defendants for preparation for actions aimed at violent seizure of power and violent change of the constitutional order (whereupon he was taken into custody on 31 July 2012), as well as for inducing and engaging others in activities aimed at seizing power and changing the order. On 21 November 2013, he was sentenced to six years' imprisonment in a strict regime colony. On 2 July 2014, the Supreme Court refused to consider an appeal against the sentence. On 2 February 2015, the court of appeal reduced the sentence to five years. On 28 July 2017, Valiev was released from prison.
