He lived in Mariupol, moved to Nizhny Tagil, worked as a janitor. According to the FSB, in February 2022, he actively opposed the actions of the Russian army. It was initially reported that he was detained because of his intention to blow up a military recruitment centre. In October 2022, the FSB reported that Rastorguev intended to attack the military industrial enterprise Uralvagonzavod and other targets with homemade missiles. The homemade missiles were, according to the official report, discovered during a search. Rastorguev stated that he wanted to make fireworks. At the same time, he said he was in political opposition. He was taken into custody. He was charged under articles on attempted manufacture of explosives and preparation to commit a terrorist act.
According to "Solidarity Zone," the key witness in Rastorguev's case is Vyacheslav Alekseenko, who calls himself his former accomplice. Alekseenko said, speaking in court, that he met Rastorguev and the latter suggested that he blow something up to "distort the course of SVO". The former accomplice claims he was acting as an accomplice, but was actually leaking all the information to the FSB. After several explosive tests in a forest belt near Nizhny Tagil, the assault team detained Rastorguev.
Rastorguev's wife claims that her husband was "a man wriggled into her husband's favor who provoked drunken conversations on a topic he wanted, secretly recorded everything on his phone, and planted substances that could be used to build an IED [improvised explosive device].
On 20 December 2023, Rastorguev was sentenced to eight years in a strict regime colony.
