A criminal case under Part 1 of Article 282 of the Criminal Code on incitement of hatred or enmity was initiated against Vladimir Timoshenko (born in 1973) for asking an acquaintance to publish a text in one of the communities on the social network "VKontakte" "containing statements aimed at inciting enmity against a group of persons on the grounds of belonging to a social group, namely law enforcement officers". On 27 November 2017, he was sentenced to two years in a strict regime penal colony. On 25 May, the St. Petersburg City Court upheld the sentence.

On 18 May 2019, Tymoshenko's criminal record was expunged due to the partial decriminalisation of Article 282 of the Criminal Code.

In 2010, he was convicted of attempting to prepare a terrorist attack, after which he served five and a half years in a strict regime penal colony. Timoshenko was planning to blow up the wall of the Novgorod Kremlin, "wishing to draw attention to the problems of "Russia and the Russian people".
