Biography
On 16 June 2015, a case of calls to violation of the territorial integrity of Russian Federation was opened against Vladimir Zavarkin, a deputy of the Council of Suoyarva Urban Settlement, in connection with his speech at a rally on 20 May in Petrozavodsk for the resignation of the head of Karelia Alexander Khudilainen: Zavarkin suggested holding a referendum on the republic's secession from Russia.
Zavarkin believes that the reason for the persecution is his attempts to urge the Investigative Committee to deal with the disappearance of equipment, which he considers the current mayor of Suoyarvi Roman Petrov to be involved

On 27 November 2015, he was sentenced to a fine of 30 thousand rubles.
